The October 31, 2017 deadline for MSA and/or CAP claims for the 2013-14 School Year has been extended to November 30, 2017. New or amended online claims or paper submissions received after that date will not be accepted

The State announced on 1/26 that they would be paying 2003-04 CAP Mandated Services claims.

Notice to Nonpublic Schools

November 22, 2016

 

As you may be aware, appropriation language included in the 2016-17 enacted budget allowed schools to “continue to receive aid based on either a 5.0/5.5 hour standard instructional day, or another work day as certified by the nonpublic school officials, in accordance with the methodology for computing salary and benefits.”

 

Some schools may have submitted claims for the 2012-13 school year that did not reflect this language.   Because the program accepts claims for three school years, this language applies for claims going back through the 2012-13 school year.   At this time, we are able to accept amended claims for the 2012-13 school year (only) that reflect this change.   Thus, any school that wishes to amend their 2012-13 claim to use 5.0 hours (for elementary grades) and 5.5 hours (for secondary grades) per instructional day as the work year may do so now. Claims for 2013-14 and 2014-15 may be amended in the future, after the start of the new state fiscal year in April 2017. 

 

Because our system must complete processing of the 2012-13 claims before opening for the newest claim year, 2015-16, we have a relatively short period in which to process any amendments.  We apologize for the short notice, but we hope that this opportunity is of benefit to your school. 

 

We must ask you to submit any amendments or new claims to reflect the new language by December 12, 2016.

NOTICE TO NONPUBLIC SCHOOLS

November, 2016

CAP Payments for the 2004-05 School Year

Thanks to the legislation passed in June 2015 which authorized NYSED to reimburse CAP for the 2004-05 school year, a CAP payment will be made to all schools, with valid OSC Vendor IDs, that received MSA reimbursement for the 2004-05 school year, and that certify that there was a CAP program in place during that school year. The reimbursement amount will be based on the average hourly rate data contained in the MSA claim and the BEDS enrollment on file for that school year.

To determine if your school is among those that are eligible to claim, please refer to the List of Eligible Schools http://www.p12.nysed.gov/nonpub/mandatedservices/forms/CAP20042005forPostingonWebsiteOctober2016.xlsx

If your school is listed, you may claim online by accessing the business portal or by submitting a signed original Certification Form which can be found http://www.p12.nysed.gov/nonpub/mandatedservices/forms/documents/CAPClaimformfor20042005SchoolYear.pdf

Please note that there will not be an automatic payment as was done for the adjustments for other school years. In order to have your claim processed, you must either claim online or submit the certification form referenced above.

Eligible schools will receive an e-mail notification that they may be eligible for reimbursement. Upon receipt of certification either online or by paper, the claim will be approved. Schools will receive an approval notice via e-mail and should expect to receive the payment within two weeks.

NOTICE TO NONPUBLIC SCHOOLS

September 21, 2016

 

Increases to CAP Payments for the 2005-06 School Year

 

Thanks to the legislation passed in June 2015 which authorized NYSED to make additional payments to prior years, payment increases will be made to all schools that received CAP reimbursement for the 2005-06 school year.

 

As was the case for the similar payments which were made in September 2015 and March 2016, the MSA online system will be used to calculate the payment adjustment.  This process is scheduled to begin Wednesday September 21, 2016.  Schools will receive a notice upon invoicing that there has been an adjustment made to their CAP payments for that school year.  Schools should expect to receive the additional payment within two weeks of receiving the notice.

Windows 10, 8, 7 and VISTA

You probably will get an error message when you open your school file.  The error is due to the way these operating systems work.  However, there is a solution.  After you get the error message, run MyComputer or Computer and in the C:\teams## folder (## is the year--2015=15), RIGHT CLICK teams.exe and select RUN WITH ADMINISTRATIVE RIGHTS and it should work.

Current customers: Find your school file by selecting the appropriate range in the gray boxes above. Click on your school number and "OPEN" or "RUN" it. (The file you are opening, MS#.EXE,  is a self-expanding ZIP or compressed file that contains over 100 component files.) When you select "OPEN" or "RUN" you may be asked a few questions and/or given some warnings, just "OK" your way through them. If everything works as planned, you should eventually see a red screen with a big teapot.

At that point everything you need to run my program, "TEAMS.EXE in the folder you just created. You will not need to be connected to the internet again until you are ready to email me back your data file.

Click CONTINUE and you will be asked for your school number. Once you enter it you will be asked for you keycode. (Your school number and keycode are the same as they were last year.) This is followed by the first page of your school data. If you do not see your school data please call me.

To exit the "TEAMS.EXE", select SAVE.  You may rerun the program, "TEAMS.EXE" at any time by selecting "START" then select "RUN" and entering the drive and folder you specified followed by  TEAMS.EXE.

PLEASE ANSWER ALL RED BOXES AND WHEN YOU ANALYZE YOUR ANSWERS YOU SHOULD ELIMINATE ALL RED ERRORS--CALL ME IF YOU NEED HELP!!!

Once you have submitted your data, by emailing it to me, you should check back to http://www.teahelp.com/ to follow the progress or your application.  I will color code your box to indicate status.

 

 

Mandated Services Paper forms

To print the paper form, click on it. The files are in PDF, Adobe Acrobat format. You will need a copy of Adobe Acrobat reader, a free program available at http://www.adobe.com/ to read and print them. However, the disk method is the best way to enter your data. The software on the disk is interactive and thus can help you along the way.

 

 

New customer: There are two ways you can provide me with the data I need to complete your Mandated Services Forms, paper format or file format. The file version has several advantages over paper in that it is interactive--can provide hints, warnings and an analysis of your answers. However, if you are not comfortable with computers, the paper forms will do the job.
